  PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF A RULE SUBMITTED BY THE 
          FEDERAL COMMUNICATIONS COMMISSION--MOTION TO PROCEED

  Mr. MARKEY. Madam President, I move to proceed to the immediate 
consideration of Calendar No. 406, S.J. Res. 52.

       Motion to proceed to Calendar No. 406, S.J. Res. 52, a 
     joint resolution providing for congressional disapproval
