     elderly persons to take the history and government 
     examination in a language of their choice; to the Committee 
     on the Judiciary.

     of the United States District Court for the Central District

     of the bill (H.R. 23) to amend title 46, United States Code, 
     and title II of the Social Security Act to provide benefits 
     to certain individuals who served in the United States

     Naval Transport Service) during World War II; to the 
     Committee on Rules.

       H. Res. 919. A resolution honoring Retired Lieutenant 
     Commander Wesley Anthony Brown for his historic achievement 
     as the first African American graduate of the United States 
     Naval Academy and paying tribute on the occasion of July 4 to 
     Wesley Anthony Brown and other residents of the Nation's 
     capital who have served in the armed forces and have 
     continued to pay taxes, both without representation in 
     Congress; to the Committee on Armed Services, and in addition
