                        MESSAGES FROM THE HOUSE

  At 9:48 a.m., a message from the House of Representatives, delivered 
by Ms. Niland, one of its reading clerks, announced that the House 
having proceeded to reconsider the bill (H.R. 810) to amend the Public 
Health Service Act to provide for human embryonic stem cell research, 
returned by the President of the United States with his objections, to 
the House of Representatives, in which it originated, it was resolved, 
that the said bill do not pass, two-thirds of the House of 
Representatives not agreeing to pass the same.
