   TO REAUTHORIZE PERMANENTLY THE USE OF PENALTY AND FRANKED MAIL IN 
   EFFORTS RELATING TO THE LOCATION AND RECOVERY OF MISSING CHILDREN

  Mr. DeWINE. Mr. President, I ask unanimous consent that the Committee 
on Homeland Security and Governmental Affairs be discharged from 
further consideration of H.R. 4416, and the Senate proceed to its 
immediate consideration.

  The legislative clerk read as follows:

       A bill (H.R. 4416) to reauthorize permanently the use of 
     penalty and franked mail in efforts relating to the location 
     and recovery of missing children.
