     Code, to prohibit certain demonstrations at cemeteries under 
     the control of the National Cemetery Administration and at 
     Arlington National Cemetery, and for other purposes; to the

     Committee on the Judiciary, for a period to be subsequently 
     determined by the Speaker, in each case for consideration of

       H.R. 5038. A bill to amend title 38, United States Code, to 
     extend and expand the application of the Department of 
     Veterans Affairs benefit for Government markers for marked

     provide Government markers or memorial headstones for 
     deceased dependent children of veterans whose remains are 
     unavailable for burial; to the Committee on Veterans' 
     Affairs.

     1981, on its first orbital test flight, and to commend the 
     men and women of the National Aeronautics and Space

       H. Con. Res. 369. Concurrent resolution expressing the 
     support of Congress for the ``25 by 25 Initiative'', which 
     envisions that farm, forestry, and ranch lands in the United 
     States will provide by 2025 at least 25 percent of the energy 
     consumed in the United States, and, in furtherance of the 
     ``25 x 25 Initiative'', promoting the increased production of 
     renewable energy by the forestry and agricultural 
     communities; to the Committee on Agriculture, and in addition 
     to the Committees on Energy and Commerce, and Resources, for
