Mr. CARNAHAN. Madam Speaker, despite rising college tuition costs and rigid standards of the so-called No Child Left Behind Act, the Republican budget makes the largest cuts to education in 10 years. It cuts $15 billion from education that was promised: 3.7 million children in our country will be denied help with reading and math; 2 million will be denied after-school programs that offer a safe place to play and learn. But the majority does not stop with just broken promises. Their budget eliminates funding for Safe and Drug-Free Schools, eliminates funding for vocational education, [[Page 4932]] eliminates programs that help ensure high-risk students can attend college, and eliminates 36 programs that help teachers and students succeed. They drastically cut Pell Grants and Perkins loans that American families need to help afford college. Republicans are risking our children's future to pay for more tax breaks for the wealthy few. The promise to our children's education must be kept. This budget must be rejected. ____________________
