  Ms. STABENOW. I understand that S. 3118, introduced earlier today by 
Senator Grassley, is at the desk. I ask for its first reading.
  The PRESIDING OFFICER. The clerk will read the bill by title.
  The assistant legislative clerk read as follows:

       A bill (S. 3118) to amend titles XVIII and XIX of the 
     Social Security Act to preserve beneficiary access to care by 
     preventing a reduction in the Medicare physician fee 
     schedule, to improve the quality of care by advancing value 
     based purchasing, electronic

     health records, and electronic prescribing, and to maintain 
     and improve access to care in rural areas, and for other 
     purposes.

  Ms. STABENOW. I ask for a second reading and object to my own 
request.
