    Mr. Dreier, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 230]

    The Committee on Rules, having had under consideration 
House Resolution 230, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides for the consideration of House 
Joint Resolution 108, the ``Continuing Appropriations for 
Fiscal Year 1996'' under a closed rule. The rule provides for 
consideration in the House, any rule of the House to the 
contrary notwithstanding, with one hour of general debate 
divided equally between the chairman and ranking minority 
member of the Committee on Appropriations. Finally, the rule 
provides one motion to recommit, with or without instructions. 
The motion to recommit may include instructions only if offered 
by the Minority Leader or his designee.
    While the Rules Committee is not aware of any specific 
points of order that would lie against House Joint Resolution 
108, the waiver of all points of order is provided out of an 
abundance of caution.
