   Mr. Solomon, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 304]

    The Committee on Rules, having had under consideration 
House Resolution 304, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

               brief summary of provisions of resolution

    The resolution provides for 1 hour of general debate, 
equally divided between the chairman and ranking minority 
member of the Committee on International Relations, on the 
subject of U.S. troop deployments in Bosnia followed by the 
consideration of three measures as follows: First, it is in 
order to consider in the House of H.R. 2770, which shall be 
debatable for 1 hour divided between Representative Dornan of 
California and an opponent, which is not subject to amendment, 
and which shall be subject to one motion to recommit. Second, 
it is in order to consider in the House H. Res. 302 which shall 
be subject to 1 hour of debate divided between Representative 
Buyer of Indiana and an opponent, and which is not subject to 
amendment. Third, it is in order to consider a resolution in 
the House if offered by the Minority Leader or his designee, 
which is subject to 1 hour of debate equally divided between 
the proponent and an opponent, and which is not subject to 
amendment.
