                              R E P O R T

                      [To accompany H. Res. 1214]

The Committee on Rules, having had under consideration
House Resolution 1214, by a voice vote, report the same to the
House with the recommendation that the resolution be adopted.

SUMMARY OF PROVISIONS OF THE RESOLUTION

The resolution waives all points of order against the
conference report to accompany S. Con. Res. 70, setting forth
the congressional budget for the United States Government for
fiscal year 2009 and including the appropriate budgetary levels
for fiscal years 2008 and 2010 through 2013, and against its
consideration. The rule provides that the conference report
shall be considered as read. The rule provides one hour of
debate on the conference report, equally divided and controlled
by the chairman and ranking minority member of the Committee on
the Budget.

                         EXPLANATION OF WAIVERS

The waiver of all points of order against the conference
report and against its consideration includes a waiver of
clause 8 of rule XXII (requiring a three-day layover of
conference reports and the accompanying joint explanatory
statement). Although the rule waives all points of order
against the conference report and against its consideration,
the conference report does not violate either clause 9 or 10 of
rule XXI.
