APPROPRIATIONS FOR JOB CREATION AND PRESERVATION, INFRASTRUCTURE

ENDING SEPTEMBER 30, 2009, AND FOR OTHER PURPOSES

                                _______

September 26, 2008.--Referred to the House Calendar and ordered to be
                                printed

                                _______

Mr. McGovern, from the Committee on Rules, submitted the following

                              R E P O R T

                      [To accompany H. Res. 1507]

The Committee on Rules, having had under consideration
House Resolution 1507, by a nonrecord vote, report the same to
the House with the recommendation that the resolution be
adopted.

SUMMARY OF PROVISIONS OF THE RESOLUTION

The resolution provides for consideration of H.R. 7110, the
``Job Creation and Unemployment Relief Act of 2008'' under a
closed rule. The resolution provides one hour of general debate
in the House equally divided and controlled by the chairman and
ranking minority member of the Committee on Appropriations.
The resolution waives all points of order against
consideration of the bill (except for clause 10 of rule XXI).
The resolution waives all points of order against the bill and
provides that the bill shall be considered as read. The rule
provides one motion to recommit with or without instructions.
The rule provides that the Chair may postpone further
consideration of the bill to a time designated by the Speaker.

                         EXPLANATION OF WAIVERS

The waiver of all points of order against consideration of
the bill (except for clause 10 of rule XXI) includes a waiver
of clause 9 of rule XXI (requiring a statement on earmarks).
The waiver is necessary because the bill is being considered on
the same day it is introduced. Earmark statements have been
submitted which indicate that there are no earmarks in this
bill. The waiver of all points of order against the bill is
prophylactic.
