Mr. Hoeven, from the Committee on Indian Affairs,
                          submitted the following

                                CORRECTION

On page 3, preceding the section entitled "Legislative History",
insert the following:

                             PROGRAM OVERSIGHT

The Committee's legislative hearing on S.1333 noted many of the program's
successes, but highlighted technical issues that arose in the implementation
of the tribal HUD-VASH demonstration program. This bill seeks to authorize
the tribal HUD-VASH program, and institute programmatic reforms that will
fix the technical issues identified for the Committee by tribes, and the
Department. In order to guarantee program success, continuous Committee
oversight, in addition to the already existing agency safeguards, will
be necessary to ensure that Native homeless veterans receive these crucial
housing and healthcare services.
The Committee will need the most recent and relevant data, as collected
by the Department, to fulfill its oversight function. Legislation, like
S. 1333, that requires Executive branch agencies to collect and use data
in the administration of department programs, can help provide insight for
the Committee as it conducts oversight.
The Committee intends to conduct an oversight hearing within five years
after the enactment of S. 1333 to determine if the reforms outlined in this
bill have addressed these technical problems that have been identified. At
the Committee's 5 year oversight hearing on the tribal HUD-VASH program,
the Department's report, as required by S. 1333, must also include
statistical data showing the number of Indian veterans who applied
for and were granted Tribal HUD-VASH grant money compared to the
general veteran population who applied for and were granted HUD-VASH
grant money.
