ACTION: Notice of public meeting. ----------------------------------------------------------------------- SUMMARY: The Mine Safety and Health Administration (MSHA) will hold a public meeting to discuss its plans to assume responsibility for handling cases involving low dollar civil penalties under a program entitled ``Alternate Case Resolution Initiative.'' MSHA personnel, with assistance and advice from attorneys of the Department of Labor's Office of the Solicitor, will be trained to resolve enforcement issues with mine operators prior to litigation. In those instances where resolution of these cases could not be reached, MSHA personnel would represent the Secretary in the litigation process before Administration Law Judges of the Federal Mine Safety and Health Review Commission. MSHA officials along with representatives from the Office of the Solicitor will give a brief overview of the program, and afterwards, respond to questions from the public.
