DPR-80 and DPR-82, issued to the licensee for operation of the Diablo Canyon Nuclear Power Plant Unit Nos. 1 and 2, located in San Luis Obispo County, California, Notice of Consideration of Issuance of this amendment was published in the Federal Register on April 1, 1992 (57 FR 11112). The purpose of the licensee's amendment request was: To revise Technical Specification 3/4.5.1 to increase the accumulator allowed outage time (AOT) from 1 hour to 8 hours for reasons other than a closed isolation valve; to revise the Action Statement to be consistent with the Applicability Statement by replacing the requirement to be in Hot Shutdown with a requirement to place the plant in Hot Standby with pressurized pressure less than or equal to 1000 psig; to revise the frequency of Surveillance 4.5.1.2 for the accumulator pressure and water level channels from 31 days to 92 days; and to revise the surveillance from a Channel Functional Test to an Analog Channel Operational Test. Subsequently, the licensee informed the staff that the amendment is no longer requested. Thus, the amendment application is considered to be withdrawn by the licensee.
