ACTION: Approval of rail cost adjustment factor and decision. ----------------------------------------------------------------------- SUMMARY: The Commission has approved a third quarter 1994 rail cost adjustment factor (RCAF) and cost index filed by the Association of American Railroads. The third quarter RCAF (Unadjusted) is 1.046. The third quarter RCAF (Adjusted) is 0.833, an increase of 0.8 percent from the second quarter 1994 RCAF (Adjusted) of 0.826. Maximum third quarter 1994 RCAF rate levels may not exceed 100.8 percent of maximum second quarter 1994 RCAF rate levels. EFFECTIVE DATE: July 1, 1994. FOR FURTHER INFORMATION CONTACT: John C.
