National Drinking Water Advisory Council; Notice of Open Meeting

    Under Section (1)(a)(2) of Public Law 92-423, ``The Federal 
Advisory Committee Act,'' notice is hereby given that a meeting of the 
National Drinking Water Advisory Council established under the Safe 
Drinking Water Act, as amended (Pub. L. 99-339), will be held at 9:00 
a.m. on December 1, 1994 and at 8:30 a.m. on December 2, 1994, at the 
Embassy Row Hotel, Continental Room, 2015 Massachusetts Avenue, NW, 
Washington, DC 20036. Council Subcommittees will hold their meetings on 
November 29 and November 30, 1994, at the Environmental Protection 
Agency.
    The purpose of the meeting will be to seek Council advice and 
comments on major program issues. Some issues will include: A 
Performance Based Methods System; the Community Water Supply Survey; 
the Needs Survey; Primacy; Compliance and Enforcement Priorities; and 
Viability Initiatives under the existing statutory framework.
    The meeting will be open to the public. The Council encourages the 
hearing of outside statements and will allocate a portion of its 
meeting time for public participation. Oral statements will be limited 
to ten minutes. It is preferred that there be only one presenter for 
each statement. Any outside parties interested in presenting an oral 
statement should petition the Council by telephone at (202) 260-2285. 
The petition should include the topic of the proposed statement, the 
petitioner's telephone number and should be received by the Council 
before November 28, 1994.
    Any person who wishes to file a written statement can do so before 
or after a Council meeting. Written statements received prior to the 
meeting will be distributed to the members before any final discussion 
or vote is completed. Statements received after the meeting will become 
part of the permanent meeting file and will be forwarded to the Council 
members for their information.
    Any member of the public wishing to attend the Council meeting, 
present an oral statement, or submit a written statement, should
