ACTION: Notice of intent. ----------------------------------------------------------------------- SUMMARY: The FHWA is issuing this notice to advise the public that an environmental impact statement will be prepared for a proposed highway project in Dallas County, Texas. SUPPLEMENTARY INFORMATION: The proposed project is the construction of a limited access highway on new right-of-way which would connect the planned S.H. 190 at I.H. 35E in the city of Carrollton with the planned S.H. 161 at I.H. 635 in the City of Irving, Texas. The study segment is slightly more than five miles in length. If feasible, the proposed facility will be constructed as a toll road with provision for multi- modal operation. When constructed, the facility will be an integral part of the regional transportation plan, relieving the already congested I.H. 35E (Stemmens Freeway) corridor and provide an additional outer loop through Dallas County. Alternatives under consideration include (1) do nothing, (2) constructing a limited access highway, (3) construct a limited access highway with provisions for high occupancy vehicle (HOV) lanes or transit, and (4) alternative alignments. Scoping meetings will be held to provide other federal and State agencies and the general public opportunities to review the proposed project and to provide early input with regard to areas of concern. The draft EIS and other pertinent materials will be made available for public and agency review and comment prior to a public hearing. To ensure that the full range of issues related to this proposed action are addressed and all significant issues are identified, comments and suggestions are invited from all interested parties. Comments or questions concerning this proposed action and the EIS should be directed to the FHWA at the address provided above.
