ACTION: Notice of intent to prepare an environmental impact statement. ----------------------------------------------------------------------- SUMMARY: Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969; the Council on Environmental Quality Rules (40 CFR part 1500); and the Natural Resources Conservation Service Rules (7 CFR part 650); the Natural Resources Conservation Service, U.S. Department of Agriculture, gives notice that an environmental impact statement is being prepared for the Lower Hamakua Ditch Watershed, Hawaii County, Hawaii. SUPPLEMENTARY INFORMATION: This federally-assisted project action may cause significant local, regional, or national impacts on the environment, or create controversy over man's use of limited water resources. As a result of these findings, Kenneth M. Kaneshiro, State Conservationist, has determined the preparation and review of an environmental impact statement is needed for this project. The project concerns a plan to provide a dependable water supply for small farms, and on-farm irrigation systems on former sugar cane lands. It will also address the social and cultural conflicts of the use of water in the watershed. Irrigation is the primary project purpose. Alternatives under consideration to research these objectives include: Rehabilitation of the ditch system, use of wells for the agricultural water supply, reorganization of on-farm irrigation systems. A draft environmental impact statement will be prepared and circulated for review by agencies and the public. The Natural Resources Conservation Service invites participation and consultation of agencies and individuals that have special expertise, legal jurisdiction, or interest in the preparation of the draft environmental impact statement. Initial scoping meeting was held in Honokaa, May 16 at 6:00 p.m. to determine the scope of the evaluation of the proposed action.
