AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making 
filed by John Harle, requesting the allotment of FM Channel 281C2 to 
Hatfield, Arkansas, as that community's first local aural transmission 
service. Coordinates used for this proposal are 34-31-04 and 94-23-46.

DATES: Comments must be filed on or before August 18, 1995, and reply 
comments on or before September 18, 1995.

    Provisions of the Regulatory Flexibility Act of l980 do not apply 
to this proceeding.
