Notice of Postponement of Preliminary Determinations of Sales at 
Less Than Fair Value: Polyvinyl Alcohol From the People's Republic of 
China (PRC) and Taiwan

POSTPONEMENT OF PRELIMINARY DETERMINATIONS: We have determined that 
respondent parties to these proceedings are cooperating, thus far, in 
these investigations. We also have determined that both cases are 
extraordinarily complicated because they are among the first cases 
being conducted under the Tariff Act of 1930 (the Act), as amended by 
the Uruguay Round Agreements Act. As such, we will have to address a 
number of novel legal and methodological issues in the investigations. 
Accordingly, additional time is necessary to make the preliminary 
determinations. Therefore, pursuant to section 733(c)(1)(B) of the Act 
, as amended, we are postponing the date of the preliminary 
determinations as to whether sales of polyvinyl alcohol from the PRC 
and Taiwan have been made at less than fair value until not later than 
October 2, 1995.
    This notice is published pursuant to section 733(c)(2) of the Act.
