Establishment and Amendment of Import Limits and Amendment of a
Restraint Period for Certain Cotton and Man-Made Fiber Textile Products
Produced or Manufactured in the Republic of Turkey

ACTION: Issuing a directive to the Commissioner of Customs establishing
and amending limits and amending a restraint period.

SUPPLEMENTARY INFORMATION:
Authority: Executive Order 11651 of March 3, 1972, as amended;
section 204 of the Agricultural Act of 1956, as amended (7 U.S.C.
1854).
A notice published in the Federal Register on June 23, 1995 (60 FR
32656) announces a limit for cotton and man-made fiber underwear in
Categories 352/652 for the period March 28, 1995 through March 27,
1996. In an exchange of notes dated July 26, 1995 and August 23, 1995,
the Governments of the United States and the Republic of Turkey agreed,
pursuant to Article 6 of the Uruguay Round Agreements Act and the
Uruguay Round Agreement of Textiles and Clothing (ATC), to establish a
limit for textile products in Categories 352/652 for a three-year
term--March 28, 1995 through December 31, 1995; January 1, 1996 through
December 31, 1996; January 1, 1997 through December 31, 1997; and
January 1, 1998 through March 27, 1998. Also, the two governments
agreed to increase the 1995 base sublimit for Categories 338-S/339-S/
638-S/639-S.
The 1995 limits for Categories 335, 338/339/638/639, 338-S/339-S/
638-S/639-S, 350 and 351/651 are being adjusted, variously, for special
shift and carryforward.
In the letter published below, the Chairman of CITA directs the
Commissioner of Customs to amend the current limit for Categories 352/
652 to begin on March 28, 1995 and extend through December 31, 1995 at
an increased level and to adjust the current limits for Categories 335,
338/339/638/639, 338-S/339-S/638-S/639-S, 350 and 351/651.
A description of the textile and apparel categories in terms of HTS
numbers is available in the CORRELATION: Textile and Apparel Categories
with the Harmonized Tariff Schedule of the United States (see Federal
Register notice 59 FR 65531, published on December 20, 1994). Also see
60 FR 17338, published on April 5, 1995.
The letter to the Commissioner of Customs and the actions taken
pursuant to it are not designed to implement all of the provisions of
the Uruguay Round Agreements Act and the Uruguay Round Agreement on
Textiles and Clothing, but are designed to assist only in the
implementation of certain of their provisions.

Dear Commissioner: This directive amends, but does not cancel,
the directive issued to you on June 16, 1995, by the Chairman,
Committee for the Implementation of Textile Agreements. That
directive concerns imports of cotton and man-made fiber textile
products in Categories 352/652, produced or manufactured in Turkey
and exported during the twelve-month period which began on March 28,
1995 and extends through March 27, 1996.
This directive also amends, but does not cancel, the directive
issued to you on March 30, 1995 concerning imports of certain
cotton, wool and man-made fiber textile products, produced or
manufactured in Turkey and exported during the twelve-month period
which began on January 1, 1995 and extends through December 31,
1995.
Effective on September 7, 1995, you are directed to amend the
restraint period for Categories 352/652 to end on December 31, 1995
at a level of 1,681,644 dozen \1\ and to adjust the limits for the
following categories for the period January 1, 1995 through December
31, 1995, as provided for under the Uruguay Round Agreements Act and
the Uruguay Round Agreement on Textiles and Clothing:
