Final Environmental Impact Statement (FEIS) on the Disposal and 
Reuse of Jefferson Proving Ground, Madison, IN

AGENCY: Department of Defense, United States Army.

ACTION: Notice of availability.

SUMMARY: The proposed action evaluated by this FEIS is the disposal of 
Jefferson Proving Ground (JPG).
    This action will result in the disposal of 55,264 acres of excess 
property at JPG in accordance with the Defense Base Closure and 
Realignment Act of 1988, Public Law 100-526. The FEIS addresses the 
environmental and socioeconomic effects of the disposal and subsequent 
reuse of the 55,264 acres. Three alternative methods of disposal are 
analyzed: Encumbered Disposal, Unencumbered Disposal and Retention of 
the Property in a Caretaker Status (i.e., the No Action Alternative).
    The Encumbered Disposal Alternative addresses natural or man-made 
encumbrances to the future reuse. The Unencumbered Disposal Alternative 
evaluates the potential to remove

encumbrances, thereby allowing the property to be disposed with fewer 
or no Army-imposed restrictions on future use. The impacts of reuse are 
evaluated in terms of low, medium and high land use intensities.
    No significant environmental or human health effects are 
anticipated for any of the three disposal alternatives. Medium and high 
intensity reuse of certain study areas would have long-term significant 
impacts on various environmental resources. Hazardous waste remediation 
in the contonment area will have a beneficial effect on soils, surface 
water, and groundwater. Mitigation measures that future owners could 
take include exercise of discretion in land use planning and 
infrastructure development. Adherence to deed restrictions and 
enforcement of zoning, subdivision regulation, and building permits 
could help maintain visual resources inherent at the JPG site.
