The interim final rule contained language that transferred delegation of Great Lakes Pilotage functions from the Coast Guard to the St. Lawrence Seaway Development Corporation (SLSDC). The comment period for the interim final rule ended on September 29, 1995, and specified an effective date of October 30, 1995.
