Take notice that on December 4, 1995, Michigan Gas Storage Company (MGSCo), 212 West Michigan Avenue, Jackson, Michigan 49201, filed a prior notice request with the Commission in Docket No. CP96-96-000 pursuant to Sec. 157.205 of the Commission's Regulations under the Natural Gas Act (NGA) for authorization to abandon by sale to Consumers Power Company (Consumers) approximately 18 miles of 8-inch diameter pipe, under MGSCo's blanket certificate issued in Docket No. CP84-451- 000 pursuant to Section 7 of the NGA, all as more fully set forth in the request which is open to the public for inspection. MGSCo proposes to abandon by sale approximately 18 miles of 8-inch diameter pipe (Line 200) in Isabella and Midland Counties, Michigan. MGSCo would sell all of the properties, rights-of-way, and facilities associated with the above described pipeline to Consumers at the net book value of $1,500. MGSCo also states that it would continue to serve Consumers in the area via the Mt. Pleasant Station and the Midland City Gate, which would relieve MGSCo of the obligation to operate and maintain the pipeline facilities without a reduction in service to Consumers. MGSCo further states that Consumers would also have the flexibility to use the pipeline facilities as a high pressure line or as a low pressure distribution line for serving customers in the developing bi-county area. Any person or the Commission's staff may, within 45 days after the Commission has issued this notice, file pursuant to Rule 214 of the Commission's Procedural Rules (18 CFR 385.214) a motion to intervene or notice of intervention and pursuant to Sec. 157.205 of the Regulations under the NGA (18 CFR 157.205) a protest to the request. If no protest is filed within the allowed time, the proposed activity shall be deemed to be authorized effective the day after the time allowed for filing a protest. If a protest is filed and not withdrawn within 30 days after the time allowed for filing a protest, the instant request shall be treated as an application for authorization pursuant to Section 7 of the NGA.
