Approval and Promulgation of Implementation Plan; Michigan

AGENCY: United States Environmental Protection Agency (USEPA).

ACTION: Proposed rule.

SUMMARY: The USEPA proposes to approve a revision to the Michigan State 
Implementation Plan (SIP) to meet the requirements of the USEPA 
transportation conformity rule. The transportation conformity SIP 
revisions enable the State of Michigan to implement and enforce the 
Federal transportation conformity requirements at the State or local 
level in accordance with 40 CFR part 51, subpart T--Conformity to State 
or Federal Implementation Plans of Transportation Plans, Programs, and 
Projects Developed, Funded or Approved Under Title 23 U.S.C. or the 
Federal Transit Act.

DATES: Comments on this proposed action must be received by March 15, 
1996.
