Gulf of Mexico Fishery Management Council; Public Meeting

AGENCY: National Marine Fisheries Service (NMFS), National Oceanic and 
Atmospheric Administration (NOAA), Commerce.

ACTION: Notice of public meeting.

SUMMARY: The Gulf of Mexico Fishery Management Council (Council) will 
convene a public meeting.

DATES: The meeting will be held on March 20, 1996, from 1:00 p.m. to 
5:00 p.m.

SUPPLEMENTARY INFORMATION: The Law Enforcement Advisory Panel will 
review preliminary versions of two draft amendments to fishery 
management plans (FMP). Draft Amendment 9 to the Shrimp FMP addresses 
shrimp trawl bycatch and possible requirements for bycatch reduction 
devices. Draft Amendment 14 to the Reef Fish FMP addresses a possible 
permanent license limitation system for fish trap users and options for 
a ban on fish traps in Federal waters off of southwest Florida. This 
amendment also contains options to revise the reef fish framework 
procedure for setting total allowable catch, and to change the 
transferability provisions for reef fish vessel permits when 
transferring between vessel owners and operators who are the income 
qualifiers for the permit.
