Summary: The Commission will consider petitions for recon-sideration of its initial regulations governing the provision of commercial leased access by cable operators. 2--Common Carrier--Title: Policy and Rules Concerning the Interstate, Interexchange Marketplace; Implementation of Section 101 of the Telecommunications Act of 1996. Summary: The Commission will consider action concerning the interstate, interexchange market-place, and implementation of the geographic rate averaging and rate integration provisions of Section 101 of the Tele-communications Act of 1996 (adding 47 U.S.C.
