ACTION: Notice of Intent. ----------------------------------------------------------------------- SUMMARY: FEMA gives notices of its intent to prepare an Environmental Impact Statement (EIS) for flood recovery activities in the City of Albany and Dougherty County, Georgia. The actions to be evaluated by this EIS include the acquisition of flood damaged residences and businesses; replacement of public housing; repair or replacement of public schools; and implement components of the City's Flood Recovery Plan related to FEMA funded activities. SUPPLEMENTARY INFORMATION: Alternatives This EIS will evaluate alternative methods for implementing the various flood recovery activities. Acquisition of Residences and Businesses: Alternatives include (1) voluntary participation in the acquisition program, and (2) consideration of other allowable mitigation measures (such as elevation). Public Housing: Multiple alternative sites throughout the City for placement of public housing. Public Schools: Alternatives include (1) building schools at new locations identified by the Board of Education, and (2) rebuilding schools at existing locations. As required by the National Environmental Policy Act (NEPA), FEMA will also address the ``no action'' alternative. Public Involvement Under NEPA, affected Federal, State, and local agencies and other interested parties will be invited to participate in the EIS scoping process. A scoping meeting will be scheduled within 30 days of publication of this notice. The public will be invited to review the draft EIS and participate in a public meeting to comment on the draft EIS. Release of the draft EIS for public comment, as well as the date of the public meeting will be announced in the local news media, as these dates are established. Dated: March 14, 1996. Harvey G.
