SUPPLEMENTARY INFORMATION: Notice is hereby given that, in a letter
dated February 23, 1996, the President declared an emergency under the
authority of the Robert T. Stafford Disaster Relief and Emergency
Assistance Act (42 U.S.C. 5121 et seq.), as follows:

I have determined that the imminent fire threat in certain areas

the Robert T. Stafford Disaster Relief and Emergency Assistance Act
(``the Stafford Act''). I, therefore, declare that such an emergency
exists in the State of Texas.
You are authorized to coordinate with the U.S. Forest Service to
provide appropriate assistance for required emergency measures,
authorized under Title V of the Stafford Act, to save lives, protect
property and public health and safety, and lessen or avert the
threat of a catastrophe in the designated areas. Specifically, you
are authorized to mobilize and prestage Federal fire suppression
resources, and reimburse costs associated with predeploying those
resources. Utilization and reimbursement for such use of predeployed
resources will be at the recommendation of the U.S. Forest Service
for fires designated under Title IV, Section 420 of the Stafford
Act.
In order to provide Federal assistance, you are hereby
authorized to allocate from funds available for these purposes, such
amounts as you find necessary for Federal disaster assistance and
administrative expenses. Consistent with the requirement that
Federal assistance be supplemental, any Federal funds provided under
the Stafford Act under Title V will be limited to 75 percent of the
total eligible costs.

Notice is hereby given that pursuant to the authority vested in the
Director of the Federal Emergency Management Agency under Executive
Order 12148, I hereby appoint Dell Greer of the Federal Emergency
Management Agency to act as the Federal Coordinating Officer for this
declared disaster.

suppression resources, and reimburse costs associated with
predeploying those resources under Title V, Section 501(a) of the
Stafford Act. Utilization and reimbursement for such use of
predeployed resources will be at the recommendation of the U.S.
Forest Service for fires designated under Title IV, Section 420 of
the Stafford Act.
