Northern States Power Company; Notice of Withdrawal of 
Application for Amendment to Facility Operating License

    The U.S. Nuclear Regulatory Commission (the Commission) has granted 
the request of Northern States Power Company (the licensee) to withdraw 
a portion of its January 9, 1995, application, as supplemented February 
7, March 15, March 22, April 3, and April 20, 1995, for proposed 
amendments to Facility Operating License Nos. DPR-42 and DPR-60 for the 
Prairie Island Nuclear Generating Plants, Units 1 and 2, located in Red 
Wing, Minnesota.
    The proposed amendments would have revised the Technical 
Specifications to allow the use of an alternate steam generator tube 
plugging criteria for tubes with degradation in tubesheet roll 
expansion region. The licensee requested the use of both F* and L* 
acceptance criteria. The Commission granted the licensee's request for 
use of the F* acceptance criteria in amendments 118 and 111 issued May 
15, 1995. The licensee submitted an application for withdrawal of the 
L* portion in a letter dated May 3, 1996.
    The Commission had previously issued a Notice of Consideration of 
Issuance of Amendments published in the Federal Register on March 15, 
1995 (60 FR 14023). However, by letter dated May 3, 1996, the licensee 
withdrew the L* portion of the proposed change.
    For further details with respect to this action, see the 
application for amendments dated January 9, 1995, and supplemented 
February 7, March 15, March 22, April 3, and April 20, 1995, and the 
licensee's letter dated May 3, 1996, which withdrew the application for 
license amendments. The above documents are available for public 
inspection at the Commission's Public Document Room, the Gelman 
Building, 2120 L Street, NW., Washington, DC, and at the local public 
document room located at the Minneapolis Public Library, Technology and 
Science Department, 300 Nicollet Mall, Minneapolis, Minnesota 55401.
