AGENCY: Minerals Management Service, Interior.

ACTION: Notice of availability of the proposed final 5-Year Outer 
Continental Shelf (OCS) Oil and Gas Leading Program for 1997-2002.

    The MMS has issued a Proposed Final OCS Oil and Gas Program for 
1997-2002. This is the last of three program proposals required to be 
prepared before approval of a new 5-year OCS program in accordance with 
section 18 of the OCS Lands Act, as amended. In addition to the 
requirements of section 18, the President's and Secretary's policy 
objectives of consensus-based decisionmaking, science-based 
decisionmaking, and the use of natural gas as an environmentally 
preferred fuel have been considered in developing the Proposed Final 
Program.
    Sixty days after issuance of the Proposed Final Program, the new 
program may be approved to succeed the current one, which covers the 
period July 1992 through June 1997. The 5-year OCS program provides a 
means for the Federal Government, affected States and localities, 
industry, and other interested parties to plan, consult, and coordinate 
on OCS activities.
    A final Environmental Impact Statement (EIS) prepared in accordance 
with section 102(2)(C) of the National Environmental Policy Act is 
being issued along with the Proposed Final Program.
