Foreign-Trade Zone 167--Green Bay, WI, Application for Subzone 
Status, Polaris Industries, Inc., Plant (Internal-Combustion Engines), 
Osceola, WI

    An application has been submitted to the Foreign-Trade Zones Board 
(the Board) by Brown County, Wisconsin, grantee of FTZ 167, requesting 
special-purpose subzone status for the small internal-combustion engine 
manufacturing plant of Polaris Industries, Inc. (Polaris), located in 
Osceola, Wisconsin. The application was submitted pursuant to the 
provisions of the Foreign-Trade Zones Act, as amended (19 U.S.C. 81a-
81u), and the regulations of the Board (15 CFR Part 400). It was 
formally filed on December 11, 1996.
    The Polaris plant (45,000 sq. ft.) is located at 108 Industrial 
Drive in Osceola (Polk County), Wisconsin, some 50 miles east of 
Minneapolis-St. Paul, Minnesota. The facility (30 employees) is used to 
produce spark-ignition internal combustion engines (up to 1,050 cc in 
size) to equip recreational vehicles (snowmobiles, all-terrain 
vehicles, personal watercraft) that are manufactured in Polaris' other 
U.S. plants. Components purchased from abroad include: crankshafts, 
cylinder heads, Bendix assemblies, connecting rods, pistons, flywheels, 
ignition coils, stators, housings, starters, recoil assemblies (1996 
duty rate range: free-3.6%). The application indicates that 30-39 
percent of all parts (by value) are purchased from U.S. suppliers.
    Zone procedures would exempt Polaris from Customs duty payments on 
the foreign components used in export production. On its domestic 
sales, Polaris would be able to choose the lower duty rate that applies 
to the finished engines (duty free) for the foreign components noted 
above. The application indicates that the savings from zone procedures 
would help improve the plant's international competitiveness.

    In accordance with the Board's regulations, a member of the FTZ 
Staff has been designated examiner to investigate the application and 
report to the Board.
    Public comment on the application is invited from interested 
parties. Submissions (original and three copies) shall be addressed to 
the Board's Executive Secretary at the address below. The closing 
period for their receipt is February 18, 1997. Rebuttal comments in 
response to material submitted during the foregoing period may be 
submitted during the subsequent 15-day period (to March 3, 1997).
    A copy of the application and the accompanying exhibits will be
