The notice was published in the Federal Register on May 29, 1997 (62 FR 29151). The workers were denied eligibility to apply for trade adjustment assistance because the ``contributed importantly'' test of the Group Eligibility Requirements of the Trade Act was not met based on results from a customer survey. In a letter dated April 11, 1997, a company official requested administrative reconsideration of the Department's Notice of Negative Determination for workers of the subject firm, alleging that customers are importing articles that are ``like or directly competitive'' with articles produced by Allied Signal. To investigate this claim, the Department conducted a survey the subject firm's major customer. New findings on reconsideration show that this customer is relying on imported amorphous metal strips which are directly competitive with the product produced at the Parsippany, New Jersey plant of Allied Signal. Conclusion After careful consideration of the new facts obtained on reconsideration, it is concluded that the workers of Allied Signal Incorporated in Parsippany, New Jersey were adversely affected by increased imports of articles like or directly competitive with amorphous metal strips produced at the subject firm. All workers of Allied Signal Incorporated in Parisppany, New Jersey engaged in employment related to the production of amorphous metal strips, who became totally or partially separated from employment on or after January 27, 1996 are eligible to apply for adjustment assistance under Section 223 of the Trade Act of 1974.
