Agency Information Collection Activities Under OMB Review

AGENCY: Veterans Benefits Administration, Department of Veterans 
Affairs.

ACTION: Notice.

SUMMARY: In compliance with the Paperwork Reduction Act (PRA) of 1995 
(44 U.S.C., 3501 et seq.), this notice announces that the Veterans 
Benefits Administration (VBA), Department of Veterans Affairs, has 
submitted the collection of information abstracted below to the Office 
of Management and Budget (OMB) for review and comment. The PRA 
submission describes the nature of the information collection and its 
expected cost and burden; it includes the actual data collection 
instrument.

SUPPLEMENTARY INFORMATION:

    Title and Form Number: VA Request for Determination of Reasonable 
Value, VA Form 26-1805.
    OMB Control Number: 2900-0045.
    Type of Review: Extension of a currently approved collection.
    Abstract: VA Form 26-1805 is used to collect data necessary for VA 
compliance with the requirements of Title 38 U.S.C. 3710 (b) (4), (5), 
and (6). These requirements prohibit the VA guaranty or making of any 
loan unless the suitability of the security property for dwelling 
purposes is determined, the loan amount does not exceed the reasonable 
value, and if the loan is for purposes of alteration, repair, or 
improvements, the work substantially improves the basic livability of 
the property. The data supplied by persons and firms completing VA Form 
26-1805 is used by VA personnel to identify and locate properties for 
appraisal and to make assignments to appraisers. The VA is required to 
notify potential veteran-purchasers of such properties of the VA-
established reasonable value. The VA will also use VA Form 26-1843, 
Certificate of Reasonable Value, as a notice to requesters of the 
reasonable (appraised) value or an authorized lender will issue a 
notice of value in connection with the Lender Appraisal Processing 
Program.
    An agency may not conduct or sponsor, and a person is not required 
to respond to a collection of information unless it displays a 
currently valid OMB control number. The Federal Register Notice with a 
60-day comment period soliciting comments on this collection of 
information was published on June 12, 1997 at page 32148.
    Affected Public: Individuals or households.
    Estimated Annual Burden: 64,000 hours.
    Estimated Average Burden Per Respondent: 12 minutes.
    Frequency of Response: On occasion.
    Estimated Number of Respondents: 320,000.
