Open Commission Meeting Thursday, December 18, 1997
The Federal Communications Commission will hold an Open Meeting on
the subjects listed below on Thursday, December 18, 1997, which is
scheduled to commence at 9:30 a.m. in Room 856, at 1919 M Street, NW.,
Washington, DC.
Item No., Bureau, Subject
1--Wireless Telecommunications--Title: Amendment of Part 1 of the
Commission's Rules -- Competitive Bidding Proceeding (WT Docket No. 97-
82); Allocation of Spectrum Below 5 GHz Transferred from Federal
Government Use -- 4660-4685 MHz (ET Docket No. 94-32). Summary: The
Commission will consider action concerning substantive amendment and
modifications to the Commission's general competitive bidding rules for
all auctionable services that are intended to simplify the Commission's
regulations,

eliminate unnecessary rules wherever possible and increase the
efficiency of the competitive bidding process.
2--Mass Media--Title: Fees for Ancillary or Supplementary Use of
Digital Television Spectrum. Summary: The Commission will consider
action concerning implementing the transition to digital television
(DTV) for existing television broadcasters in accordance with the
provisions of the Telecommunications Act of 1996 regarding fees for
ancillary or supplementary use of DTV spectrum.
3--Cable Services--Title: Implementation of the Cable Television
Consumer Protection and Competition Act of 1992 -- Petition for
Rulemaking of Ameritech New Media, Inc., Regarding Development of
Competition and Diversity in Video Programming Distribution and
Carriage (RM-9097). Summary: The Commission will consider a petition
for rulemaking concerning enforcement and other matters relating to the
Commission's program access rules.
After consideration of these items, the Commission will hold an en
banc presentation on the status of competition in the marketplace for
multichannel video services.
