Realty Action: Recreation and Public Purpose (R&PP) Act 
Classification and Lease: Alaska

AGENCY: Bureau of Land Management, Anchorage Field Office.

ACTION: Notice of Realty Action, Recreation and Public Purposes 
Classification and Lease of Public Land--Anchorage, Alaska.

SUMMARY: The following public lands in the Chenik Lake area located on 
the northeast bank of the Chenik Lake near Illiamna Alaska have been 
examined and found suitable for classification and lease to the State 
of Alaska under the provisions of the Recreation and Public Purpose 
Act, of June 14, 1926 as amended (43 U.S.C. 869 et seq.). The State of 
Alaska proposes to lease the existing Chenik Lake Sockeye Salmon 
Enhancement Project site lands for 10 years. This lease is intended to 
authorize continuous utilization, operation and maintenance of the 
existing Chenik Lake research facilities, fish weir site operation and 
personnel housing for the Chenik Lake Sockeye Salmon Enhancement 
Project.

SUPPLEMENTARY INFORMATION: The lands are not needed for Federal 
purposes. Lease is consistent with current BLM land use planning and 
would be in the public interest.
    These lands have been selected by the State of Alaska for future 
conveyance under the Alaska Statehood Act.
    This State wildlife project meets the criteria for special pricing.
    The authorized officer will impose the following terms and 
conditions on the lease:
    1. A fuel containment structure will be placed underneath the fuel 
storage barrel to prevent possible ground contamination.
    2. The cabin and outhouse will be painted in an earth tone color or 
left to weather naturally.
    Upon publication of this notice in the Federal Register, the lands 
will be segregated from all forms of appropriation under the public 
land laws, including the general mining laws, except for lease or 
conveyance under the Recreation and Public Purposes Act, Alaska 
Statehood Act and leasing under the mineral leasing laws.

Classification Comments

    Interested parties may submit comments involving the suitability of 
the land for a Salmon Enhancement Project Site. Comments on the 
classification are retricted to whether the land is physically suited 
for a Salmon Enhancement Project Site, whether the use will maximize 
the future use or uses of the land, whether the use is consistent with 
local planning and zoning, or if the use is consistent with State and 
Federal programs.

Application Comments

    Interested parties may submit comments regarding the specific use 
proposed in the application and plan of development, whether the BLM 
followed proper administrative procedures in reaching the decision, or 
any other factor not directly related to the suitability of the land 
for a Salmon Enhancement Project Site. For a period

of 45 days from the date of publication of this notice, interested 
parties may submit comments regarding the proposed lease or 
classification of the lands to the Field Manager, Anchorage Field 
Office, 6881 Abbott Loop Road, Anchorage, Alaska 99507-2599. In the 
absence of timely objections, this proposal shall become the final 
decision of the Department of the Interior.
