Notice of Lodging of Consent Decree Pursuant to the Comprehensive 
Environmental Response, Compensation and Liability Act

    In accordance with Departmental policy, 28 CFR 50.7, and Section 
122 of CERCLA, 42 U.S.C. 9622, notice is hereby given that on July 10, 
1998, a proposed Consent Decree in United States v. Akzo Coatings, 
Inc., et al., Civ. Action No. 98-72934 was lodged with the United 
States District Court for the Eastern District of Michigan. This 
Consent Decree represents a settlement of claims of the United States 
against: (1) Akzo Coatings, Inc.; (2) Chrysler Corporation; (3) Detrex 
Corporation; (4) Federal Screw Works; (5) Ford Motor Company; (6) 
General Motors Corporation; (7) Great Lakes Division of National Steel 
Corporation; (8) HNA Holdings, Inc. (formerly known as Hoechst Celanese 
Corporation); (9) TRW Inc.; and (10) Michelin North America (successor 
to Uniroyal Goodrich Tire Company) (collectively ``Settling 
Defendants''), for reimbursement of response costs and injunctive 
relief in connection with the Springfield Township Superfund Site 
(``Site'') pursuant to the Comprehensive Environmental Response, 
Compensation and Liability Act, 42 U.S.C. 9601 et seq.
    Under this settlement with the United States, Settling Defendants, 
will pay $1,551,510.72, plus interest, in reimbursement of response 
costs incurred by the United States at the Site. In addition, Settling 
Defendants will continue to operate the ground water extraction and 
treatment system that they currently are operating at the Site pursuant 
to a Unilateral Administrative Order. Settling Defendants will also 
design and implement the response action selected in the Amended Record 
of Decision that will address contaminated soils at the Site.
    The Department of Justice will receive for a period of thirty (30) 
days from the date of this publication comments relating to the 
proposed Consent Decree. Comments should be addressed to the Assistant 
Attorney General of the Environment and Natural Resources Division, 
Department of Justice, Washington, D.C. 20530, and should refer to 
United States v. Akzo Coatings, Inc., et al., D.J. Ref. 90-11-2-222B.
    The proposed Consent Decree may be examined at the Office of the 
United States Attorney, Eastern District of Michigan, Southern 
Division, 211 West Fort Street, Suite 2300, Detroit, MI 48226, at the 
Region 5 Office of the Environmental Protection Agency, 77 West Jackson 
Street, Chicago, Illinois 60604-3590, and at the Consent Decree 
Library, 1120 G Street, N.W., 4th Floor, Washington, D.C. 20005, (202) 
624-0892. A copy of the proposed Consent Decree may be obtained in 
person or by mail from the Consent Decree Library, 1120 G Street, N.W., 
4th Floor, Washington, D.C. 20005. In requesting a copy of the Consent 
Decree, please enclose a check payable to the Consent Decree Library in 
the amount of $25 (25 cents per page reproduction cost) for a copy of 
the Consent Decree without attachments or $191.50 for a copy of the 
Consent Decree with attachments.
