Gorge Lumber Company, Portland, OR; Certification Regarding 
Eligibility To Apply for NAFTA-Transitional Adjustment Assistance

    Pursuant to Title V of the North American Free Trade Agreement 
Implementation Act (P.L. 103-182) concerning transitional adjustment 
assistance, hereinafter called NAFTA-TAA and in accordance with Section 
250(a), Subchapter D, Chapter 2, Title II, of the Trade Act of 1974, as 
amended (19 U.S.C. 2331), the Department of Labor herein presents the 
results of an investigation regarding certification of eligibility to 
apply for NAFTA-TAA.
    In order to make an affirmative determination and issue a 
certification of eligibility to apply for NAFTA-TAA, the group 
eligibility requirements in either paragraph (a)(1)(A) or (a)(1)(B) of 
Section 250 of the Trade Act must be met. It is determined in this case 
that the requirements of (a)(1)(A) of Section 250 have been met.
    The investigation was initiated on June 16, 1998, in response to a 
petition filed on behalf of workers at Gorge Lumber Company, Portland, 
Oregon. Workers at the subject firm were engaged in the production of 
wholesale lumber.
    The investigation revealed that the subject firm relied on imports 
of lumber from Canada while decreasing sales, production and employment 
during the relevant periods.
     Trade Adjustment Assistance (TAA) investigation (TA-W-34,701) is 
currently in progress for workers at the subject firm. A decision will 
be made concurrently with this decision.

Conclusion

    After careful review of the facts obtained in the investigation, I 
conclude that there was an increase in company imports from Canada of 
articles that are like or directly competitive with those produced by 
the subject firm. In accordance with the provisions of the Trade Act, I 
make the following certification:

    All workers at Gorge Lumber Company, Portland, Oregon who became 
totally or partially separated from employment on or after June 15, 
1997 are eligible to apply for NAFTA-TAA under Section 250 of the 
Trade Act of 1974.
