NorAm Gas Transmission Company; Notice of Request Under Blanket 
Authorization

November 4, 1998.
    Take notice that on October 29, 1998, NorAm Gas Transmission 
Company (Applicant), 525 Milam Street, P.O. Box 21734, Shreveport, 
Louisiana, 71151, filed in Docket No. CP99-42-000 a request pursuant to 
Sections 157.205 and 157.211 of the Commission's Regulations under the 
Natural Gas Act (18 CFR 157.205 and 157.211) for approval to construct 
and operate a new delivery tap for service to ARKLA, a division of 
NorAm Energy Corporation and an affiliate of Applicant, under 
Applicant's blanket certificate issued in Docket Nos. CP82-384-000 and 
CP82-384-001, pursuant to Section 7(c) of the Natural Gas Act (NGA), 
all as more fully set forth in the request which is on file

with the Commission and open to public inspection.
    Applicant proposes to construct and operate an additional two-inch 
delivery tap and first-cut regulator to render service for ARKLA 
located on Applicant's Line No. BT-14 in Faulkner County, Arkansas. 
Applicant asserts that the volumes of natural gas to be delivered at 
the proposed tap, up to 9,000 Dth per year and 30 Dth on a peak day, 
are within the certificated entitlement of ARKLA. Applicant states that 
ARKLA will construct, at its cost, a two-inch meter station and convey 
ownership to Applicant. Applicant further asserts that it has 
sufficient capacity to accomplish the deliveries without detriment to 
Applicant's other customers. Applicant indicates that the total cost of 
construction of the proposed facility is estimated to be $2,250, which 
sum ARKLA will reimburse Applicant.
    Any person or the Commission's Staff may, within 45 days of the 
issuance of the instant notice by the Commission, file pursuant to Rule 
214 of the Commission's Rules of Practice and Procedure (18 CFR 
385.214), a motion to intervene and pursuant to Section 157.205 of the 
regulations under the Natural Gas Act (18 CFR 157.205), a protest to 
the request. If no protest is filed within the time allowed therefor, 
the proposed activities shall be deemed to be authorized effective the 
day after the time allowed for filing a protest. If a protest is filed 
and not withdrawn 30 days after the time allowed for filing a protest, 
the instant request shall be treated as an application for 
authorization pursuant to Section 7 of the Natural Gas Act.
