Project XL Rulemaking for New York State Public Utilities;

AGENCY: Environmntal Protection Agency (EPA).
ACTION: Extension of Comment Period for Project XL Draft Final Project
Agreement and Proposed Rule

SUMMARY: On December 7, 1998, EPA published a request for comments on a
proposed rule and draft final project agreement (FPA) for the Project
XL Rulemaking for New York State Public Utilities [FRL-6197-7, 63 FR
67561-67571]. The original comment period was thirty (30) days from the
date of publication. EPA has received a request to extend the comment
period. EPA is today granting a twenty-one (21) day extension from
January 6, 1999, to January 27, 1999, for comments on the proposed rule
and FPA for New York State's XL project.
DATES: The period for submission of comments ends on January 27, 1999.
ADDRESSES: Written comments and requests for a hearing should be mailed
to the RCRA Information Center Docket Clerk (5305G), U.S. Environmental
Protection Agency, 401 M Street, SW, Washington, DC 20460. Please send
an original and two copies of all comments, and refer to Docket Number
F-98-NYSP-FFFFF. A copy should also be sent to Mr. Philip Flax at U.S.
Environmental Protection Agency, Region 2, 290 Broadway, New York, NY
10007-1866.
Viewing Docket Materials: A docket containing public comments and
supporting materials is available for public inspection and copying at
the RCRA Information Center (RIC), located at Crystal Gateway, 1235
Jefferson Davis Highway, First Floor, Arlington, Virginia. The RIC is
open from 9:00 am to 4:00 pm Monday through Friday, excluding federal
holidays. The public is encouraged to phone in advance to review docket
materials. Appointments can be scheduled by phoning the Docket Office

public may copy a maximum of 100 pages from any regulatory docket at no
charge. Additional copies cost 15 cents per page.
A duplicate copy of the docket is available for inspection and

during normal business hours. Persons wishing to view the duplicate
docket at the New York location are encouraged to contact Mr. Philip
