Pluma, Incorporated Rocky Mount, Virginia; Notice of Revised 
Determination on Reopening

    On December 18, 1998, the Department issued a Negative 
Determination Regarding Eligibility to apply for worker adjustment 
assistance, applicable to workers and former workers of Pluma, 
Incorporated, located in Rocky Mount, Virginia. The notice was 
published in the Federal Register on January 25, 1999 (64 FR 3720).
    By letter of January 11, 1999, officials of Pluma, Incorporated 
submitted information regarding the closure of the subject firm plant 
in Rocky Mount, Virginia. Based on this new evidence, the Department 
reopened the petition investigation.
    The initial investigation resulted in a negative determination 
based on the finding that the ``contributed importantly'' test of the 
Group Eligibility Requirements of the Trade Act was not met for workers 
at the subject firm producing knitted activewear (fleecewear).

    New findings on reopening reveal that sales, production and 
employment at Pluma, Incorporated, Rocky Mount, Virginia will decline 
to zero with the plant closure beginning April 1999. Company imports of 
fleecewear increased in quantity from 1997 to 1998.

Conclusion

    After careful consideration of the new facts obtained on reopening, 
it is concluded that increased imports of articles like or directly 
competitive with articles produced by the subject firm contributed 
importantly to the decline in sales and to the total or partial 
separation of workers of the subject firm. In accordance with the 
provisions of the Trade Act of 1974, I make the following revised 
determination:

    ``All workers of Pluma, Incorporated, Rocky Mount, Virginia, who 
became totally or partially separated from employment on or after 
October 15, 1997, are eligible to apply for adjustment assistance 
under Section 223 of the Trade Act of 1974.''
