The initial investigation resulted in a negative determination issued on December 29, 1998, because the workers did not produce an article as required for certification under Section 222 of the Trade Act. The denial notice was published in the Federal Register on January 25, 1999 (64 FR 3721). By letter of February 5, 1999, a petitioner provided additional information to demonstrate that the workers were engaged in employment related to oil field drilling services and that revenues and employment declined at the subject firm during the relevant time period. Aggregate U.S. imports of crude oil and natural gas increased in the period January through October, 1998, compared to the same time period one year earlier. The declines in revenues and employment resulted from a decreased demand for exploration and drilling activities from oil industry clients due to the increase in U.S. oil and gas imports. Conclusion After careful consideration of the new facts obtained on reopening, it is concluded that increased imports of articles like or directly competitive with greige goods produced by the subject firm contributed importantly to the decline in revenues and to the total or partial separation of workers of the subject firm. In accordance with the provisions of the Trade Act of 1974, I make the following revised determination: All workers of Martin-Decker/Totco, Williston, North Dakota who became totally or partially separated from employment on or after October 20, 1997, are eligible to apply for adjustment assistance under Section 223 of the Trade Act of 1974.
