AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making 
filed on behalf of Mountain West Broadcasting, requesting the allotment 
of Channel 267C3 to Walsenburg, Colorado, as that community's second 
local FM transmission service. Coordinates used for this proposal are 
37-37-27 NL and 104-46-47 WL.

DATES: Comments must be filed on or before May 24, 1999, and reply 
comments on or before June 8, 1999.

    Provisions of the Regulatory Flexibility Act of 1980 do not apply 
to this proceeding.
