Justice Solicitation for National Impact Evaluation of Victim Service 
Programs Funded Through the S.T.O.P. Violence Against Women Formula 
Grants Program

Justice ``National Impact Evaluation of Victim Service Programs Funded 
Through the S.T.O.P. Violence Against Women Formula Grants Program.''

Authority

    This action is authorized under the Omnibus Crime Control and Safe 
Streets Act of 1968, Sec. 201-03, as amended, 42 U.S.C. 3721-23 (1994).

Background

    NIJ is soliciting proposals for an impact evaluation of victim 
programs and services funded under the S.T.O.P. Violence Against Women 
Formula Grants Program, administered by the Office of Justice Programs, 
Violence Against Women Office (VAWO). Specifically, the evaluation 
should address impact issues regarding nonprofit, nongovernmental 
victim service programs funded through the S.T.O.P. Program.
    The two main objectives of the S.T.O.P. Victim Service Programs 
Impact Evaluation are to provide a process and impact evaluation of the 
FY95 to FY98 nonprofit, nongovernmental victim service programs; and to 
inform policy and practice in order to enhance victim service programs 
and models of service delivery.
    One grant of up to $800,000 will be awarded in Fiscal Year 1999. 
The duration of the impact evaluation is up to 36 months with reports 
of evaluation results to be submitted annually. Applicants should 
include with their proposal a statement on the additional work that 
would be completed, the time period for completion of this work, and 
the funds requested, if the project were to be extended beyond 36 
months and additional financial support provided.
