AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by 
Mountain West Broadcasting seeking the allotment of Channel 276C2 to 
Ravenna, NE, as the community's first local aural service. Channel 
276C2 can be allotted to Ravenna in compliance with the Commission's 
minimum distance separation requirements without the imposition of a 
site restriction, at coordinates 41-01-36 NL; 98-54-48 WL.

DATES: Comments must be filed on or before July 12, 1999, and reply 
comments on or before July 27, 1999.

    Provisions of the Regulatory Flexibility Act of 1980 do not apply
