DEPARTMENT OF COMMERCE

Submission for OMB Review; Comment Request

DOC has submitted to the Office of Management and Budget (OMB) for
clearance the following proposal for collection of information under
the provisions of the Paperwork Reduction Act (44 U.S.C. chapter 35).
    Agency: U.S. Census Bureau.
Title: Annual Survey of State & Local Government Finance.
    Form Number(s): F-5, F-5A, F-11, F-12, F-13, F-21, F-22, F-25, F-
28, F-29, F-32, F-42.
    Agency Approval Number: 0607-0585.
Type of Request: Extension of a currently approved collection.
    Burden: 22,798 hours.
    Number of Respondents: 7,459.
Avg Hours Per Response: 3.1 hours.
Needs and Uses: The Census Bureau conducts the Annual Survey of
State and Local Government Finance to collect data on state government
finances and estimates of local government revenue, expenditures, debt,
and assets, nationally and within state areas. Data are collected for
all agencies, departments, and institutions of the fifty state
governments and for a sample of all local governments (counties,
municipalities, townships, and special districts). The forms and
procedures are similar to those used in previous annual surveys. Data
for school districts are collected under a separate survey.
The Census Bureau incorporates the data collected in this survey
into its government finance program which has disseminated
comprehensive and comparable governmental statistics since 1902. The
Bureau of Economic Analysis uses our government finance data to develop
the public sector components of the National Income and Product
Accounts and to determine the gross domestic product. Other users
include state and local government executives and legislators, policy
makers, economists, researchers, the media, and the general public.
We are requesting no changes other than to extend the current OMB
clearance for another three years.
Affected Public: State, local or tribal government.
    Frequency: Annually.
    Respondent's Obligation: Voluntary.
Legal Authority: Title 13 USC, Section 182.
