National Emission Standards for Hazardous Air Pollutants: 
Halogenated Solvent Cleaning

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: This action proposes amendments to the ``National Emission 
Standards for Hazardous Air Pollutants: Halogenated Solvent Cleaning'' 
promulgated in the Federal Register on December 2, 1994 (59 FR 61801). 
This action proposes revisions concerning additional compliance options 
for continuous web cleaning machines, as well as clarifications that 
apply to steam-heated vapor cleaning machines and to cleaning machines 
used to clean transformers. Because the proposed revisions ensure that 
all owners or operators of solvent cleaning machines have appropriate 
and attainable requirements for their cleaning machines, we do not 
anticipate receiving adverse comments.
    Consequently, these proposed revisions are also being issued as a 
direct final rule in the ``Final Rules'' section of today's Federal 
Register. If no significant and timely comments are received, no 
further action will be taken with respect to this proposal and the 
direct final rule will become final on the date provided in that 
action.

DATES: Written comments on these proposed changes must be received by 
September 20, 1999. Anyone requesting a public hearing must contact the 
EPA no later than August 30, 1999. If a hearing is held, it will take 
place on September 2, 1999 beginning at 10 a.m. Persons interested in 
attending the hearing should call Ms. Janet Eck at (919) 541-7946 to 
verify that a hearing will be held.
