Muskin Leisure Products, Inc., Wilkes-Barre, Pennsylvania; Notice 
of Revised Determination on Reconsideration

    By letter of October 18, 1999, the International Union of 
Electronic, Electrical, Salaried, Machine, and Furniture Workers, AFL-
CIO, requested administrative reconsideration of the Department's 
denial of eligibility for workers and former workers of the subject 
firm to apply for Trade Adjustment Assistance (TAA).
    On September 2, 1999, the workers of the subject firm producing 
above ground swimming pools, liners, filters and accessories and parts 
were denied TAA because the ``contributed importantly'' test of the 
Group Eligibility Requirements of the Trade Act of 1974, as amended, 
was not met. The notice was published in the Federal Register on 
October 14, 1999 (64 FR 77750).
    The company presented new evidence regarding increasing imports of 
pool components from foreign sources during the relevant time period. 
The company will increase its reliance on imports of articles like or 
directly competitive with those that were produced at the Wilkes-Barre 
plant.

Conclusion

    After careful consideration of the new facts obtained on 
reconsideration, it is concluded that the workers of Muskin Leisure 
Products, Inc., Wilkes-Barre, Pennsylvania, were adversely affected by 
increase imports of articles like or directly competitive with those 
produced at the subject firm.

    ``All workers of Muskin Leisure Products, Inc., Wilkes-Barre, 
Pennsylvania, who became totally or partially separated from 
employment on or after August 13, 1998 through two years from the 
date of this issuance are eligible to apply for adjustment 
assistance under Section 223 of the Trade Act of 1974.''
