Defense Management: Stronger Support Needed for Corporate Information Management Initiative to Succeed (Letter Report, 04/12/94, GAO/AIMD/NSIAD-94-101). GAO remains very supportive of the Defense Department's (DOD) Corporate Information Management initiative, which seeks to streamline the military's business processes, upgrade information systems, and improve data administration and other technical areas. If done successfully, billions of dollars can be saved. After four years of efforts, however, much work remains to be done toward achieving these substantial savings. DOD's approach to managing the initiative is not working. A strategic plan does not exist, insufficient attention is being paid to business process reengineering, and authority and responsibilities are unclear. Further, DOD has not assessed the initiative's costs and benefits by collecting reliable cost information, doing functional economic analyses, and doing post-audits of claimed savings. DOD is at a point where it must reassess its implementation approach. This is a large, difficult management task that will require a major effort from within the Pentagon and assistance from others. --------------------------- Indexing Terms ----------------------------- REPORTNUM: AIMD/NSIAD-94-101 TITLE: Defense Management: Stronger Support Needed for Corporate Information Management Initiative to Succeed DATE: 04/12/94 SUBJECT: Management information systems Information systems analysis Productivity Defense operations Planning programming budgeting Cost effectiveness analysis Operations analysis Computerized information systems Strategic information systems planning IDENTIFIER: CIM DOD Corporate Information Management Initiative DOD Defense Civilian Pay System DOD Corporate Information Management Implementation Plan DOD Logistics Corporate Information Management Migration Master Plan Defense Business Operations Fund Defense Business Management System DOD Coordinated Care Program ************************************************************************ We regret that the full text of this item is presently unavailable.
