Impoundment Control: President's Fifth Special Message for Fiscal Year
1994 (Letter Report, 06/01/94, GAO/OGC-94-26).

On May 2, 1994, the President submitted to Congress his fifth special
impoundment message for fiscal year 1994. The message revises the amount
of one deferral of budget authority previously reported, which affects
administrative expenses at the Social Security Administration. GAO
reviewed the deferral and found it to be in accordance with the
Impoundment Control Act.
